Description
Tom Ludlow (Keanu Reeves) is a corrupt, disillusioned Los Angeles cop haunted by the death of his wife. Several cops, including Ludlow and his boss Jack Wander (Forest Whitaker), bend and break the rules of conduct on a regular basis. Their intention is often to deal with crime in a manner that they perceive to be more efficient; however, they routinely lie in reports and manipulate evidence to cover up for their own and each other's transgressions.
Cop Terrence Washington (Terry Crews), Ludlow's former partner, does not approve of this and reports it to Captain Biggs (Hugh Laurie), who starts an investigation against Ludlow. This creates tension between Washington and Ludlow; however, Washington is soon murdered in a convenience store with Ludlow present. Though Ludlow is innocent, the circumstances heavily implicate Ludlow in the murder. DNA of two known criminals is found at the scene, causing Ludlow and fellow officer Diskant (Chris Evans) to pursue said criminals. They search for them, and after some tough interrogation of other known hoodlums, they find that the two criminals in question are already dead, and they died before Washington was killed.
After further investigation, they discover that Washington was killed by corrupt cops, upset at him for turning straight. The cops in question then planted the DNA at the crime scene. Ludlow pursues the guilty cops and kills them, piecing together the pieces of the puzzle as he goes. He eventually learns that the entire thing was masterminded by Wander, his commanding officer. Wander is revealed to have incriminating evidence on just about everybody in the department, and as a result, has everybody more or less in his pocket. He is about to kill Wander, as Wander's actions had indirectly led to the death of Diskant earlier, but first Wander shows him a large amount of stolen money in a wall of his home (apparently implicitly offering Ludlow this money or part of it). However, Ludlow kills Wander anyway.
In the very end, it's revealed that Biggs, who was thought to be investigating Ludlow, was in fact corrupt as well, and was just using Ludlow to get rid of Wander, whose stockpile of incriminating information was beginning to threaten the department.
